Well, to be honest, picky people might argue that also the forwarder, while 
normally only relaying queries and replies, might sometimes decide to filter 
one and thus apply the codes. If one felt the need to explicitly allow this 
case, the text could be "the server resolving or forwarding the queries". In 
any case, the meaning of the codes should be clear enough that people 
understand when their use makes sense... hopefully.
