I'm sorry if we missed some comments at an earlier stage.  At this point,
we are operating under instructions to make the minimal changes necessary
to break this normative dependency.

This text isn't really "new".  It replaces the line "Obtain the Encrypted
ClientHello [ECH] keys associated with an alternative endpoint" in
draft-11, and appears as "new" in the diff because it has been moved to the
end of the list.
