That's not useful language. DNSBLs fulfill a purpose but are not victims. People whose privacy is exposed via network traffic are not correctly described as victims but are nonetheless liable to suffer via, e.g. more spam or even attack following a data leak, as a result. Casting this as an us v. them discussion isn't a good plan, for any us or them really. S.
