That's not useful language. DNSBLs fulfill a purpose but are not
victims. People whose privacy is exposed via network traffic are
not correctly described as victims but are nonetheless liable to
suffer via, e.g. more spam or even attack following a data leak,
as a result.
As I explain in my draft, it should be quite possible to use QNAME
minimization and not send a lot of useless traffic to DNSBLs. We created
this problem, we can fix it, and it makes us look like jerks to say that
other people should fix problems we created, when we can fix them
ourselves.
