Thats not what I said. I was making the point that its not only the IETF who 
can initiate steps to place an entery in this registry.. If you disagree with 
that proposition I'd be interested to hear your rationale for such a position,

The draft provides a set of considerations as per the considerations in 
RFC6761. If you find some disagree with the draft's recitation of these 
considerations then I guess that this is the entire purpose of discussing this 
draft on the dnsop list.
