I'm only here to note that ARPA aside I don't think anyone should believe operational praxis of any domain is defined as a "push" side event from IETF and the "pull" side requests for guidance would be few and far between. Protocols, data structures in registry? Sure. Sub zone decisions? Policy? Nope.
Possibly writing a new RFC which said so, rather than historical marking old ones would be a path out? Not volunteering, not volunteering anyone else either. Personal opinion. G
