Human Rights Forum and Book Launch Stress Importance of Rule of Law, Individual
Liberty
Extra tables had to be brought in to accommodate the huge interest in the
annual Kapihan (coffee forum) on the Human Rights Situation organized by the
Ateneo Human Rights Center (AHRC) and the Philippine Working Group for an ASEAN
Human Rights Mechanism (PWG) with the support of the Friedrich Naumann
Foundation (FNF) on 15 December 2006 in Quezon City.
To do justice to the multiple dimensions of the issue, speakers were invited
from civil society, the legislature and the executive, allowing a nuanced
picture to emerge.
KARAPATAN, a militant human rights alliance, sounded a note of alarm with a
report that 2006 saw a sharp rise in the killings of journalists and political
activists. KARAPATAN Secretary-General Marie Hilao-Enriquez said 2006 is the
worst year for human rights. She admonished the government for extra-judicial
and politically motivated killings. More:

International Academy for Leadership Seminar Experiences Captured in Book
To celebrate a year that saw a record number of Filipino participants who
qualified for the Friedrich Naumann Foundations (FNF) International Academy
for Leadership (IAF) training programs in Gummersbach, Germany, the Foundation
launched the book: Notes from the Academy: Filipino Perspectives on Liberal
Training in Germany on 14 December 2006 at its office in Makati City. Notes
from the Academy is a compilation of IAF reports, written by participants on
their experience. It presents liberal insights to the issues of education
reform, governance, globalization and human rights.
IAF alumnus and former Education Secretary Florencio Butch Abad spoke on the
value of international education to a gathering of about 30 IAF alumni. He
emphasized the development of a better perspective from comparing experiences
with other people and the solidarity built with other liberal colleagues as
two significant lessons learned from his IAF experience. In fact as a response
to the Euro-centered liberal perspectives discussed and as a result of shared
concerns with other Asian participants that there was no Asian agenda, Abad
and the other Asian delegates discussed the formation of the Council of Asian
Liberals and Democrats (CALD) on the sidelines of their conference. CALD, an
umbrella organization of Asian liberal political parties, is thus an outcome of
the personal ties established and ideas exchanged in an International Academy
for Leadership seminar. More:

Notes form the Academy: Filipino Perspectives on Liberal Training in Germany
This brief collection reveals fresh liberal insights spurred by trainings in
Gummersbach, Germany and other important IAF venues. Filipino Alumni take with
them ideas for liberal solutions and strategies, with the hopes of challenging
the status quo back home, and also addressing issues of education reform,
media, governance, globalization, and human rights.
Notes from the Academy is rich in individual gleanings. it shows how the
trainings have made lasting, personla impacts on the worldviews and attitudes
of Filipino liberals - proving that the lessons of IAF extend long after the
seminar, and far beyond Germany.

Beyond Borders: Does the Universality of Human Rights Requires a Particular
type of Democracy
This compilation of essays sheds light on Filipino views on the democratic
system in relation to human rights. Government is needed for the protection of
human rights, but what kind is debated in the book. However whatever the label,
this government must be characterized by rule of law, good governance and an
