The new year has started with a bang: the ASEAN summit held in Cebu produced
more tangible results than many sceptics had expected. Of particular
significance was the adoption of ASEAN leaders of the recommendations of the
Eminent Persons Group (EPG) in its blueprint on an ASEAN charter. The EPG
proposal called the setup of a regional human rights mechanism a worthy idea
a vindication of the work that our partner, The Working Group for an ASEAN
Human Rights Mechanism, has been doing for more than 10 years.
Continuing our work to improve professional management of liberal political
organizations, the Foundation also supported a workshop in Sri Lanka for the
Young Liberals and Democrats of Asia (YLDA) on fundraising. It was fascinating
to see how much participants could learn from each others experiences and
ideas. YLDA also used the opportunity to work on its own strategy to set the
stage for a greater role for the youth in Asian liberal politics.
Following the success of our Liberal Leadership Trainings last year, we have
come up with a way to get more people involved. We are going online! After that

The Art of Asking: Young Liberals Learn About Fundraising
Money makes the world go round and when it comes to politics that seems to be
especially true. At the same time, people involved in causes of politics and
advocacy often find it harder to raise funds due to public cynicism about
politics. Fundraising for liberal causes is therefore faced with serious
challenges all over the globe, making this an area where international learning
can be most beneficial. For this reason, the Young Liberals and Democrats of
Asia (YLDA) started 2007 with a workshop on fundraising with the support of the
Friedrich Naumann Foundation (FNF) in Colombo, Sri Lanka, from January 17-21,
2007. Twenty-three participants from nine countries attended the workshop to
learn more about the strategies and instruments relevant to the fundraising of
political youth organizations. More:

Working Group Celebrates Quiet Victories
While the Philippines celebrated the success of its recent hosting of the 12th
Association of Southeast Asian Nations (ASEAN) summit from 10 -15 January in
Cebu City, the Working Group for an ASEAN Human Rights Mechanism (Working
Group), one of the partners of the Friedrich Naumann Foundation (FNF), marked
quiet victories in the ASEAN leaders adoption of two of its core projects.
ASEAN government heads endorsed completely the Eminent Persons Group (EPG)s
recommendations in its blueprint for an ASEAN charter. The EPG is a group of
highly-regarded statesmen and leaders. Their proposal noted the possibility of
setting up an ASEAN human rights mechanism as a worthy idea [that] should be
pursued further. This is something the Working Group has been lobbying for

Notes form the Academy: Filipino Perspectives on Liberal Training in Germany
This brief collection reveals fresh liberal insights spurred by trainings in
Gummersbach, Germany and other important IAF venues. Filipino Alumni take with
them ideas for liberal solutions and strategies, with the hopes of challenging
the status quo back home, and also addressing issues of education reform,
media, governance, globalization, and human rights.
Notes from the Academy is rich in individual gleanings. it shows how the
trainings have made lasting, personla impacts on the worldviews and attitudes
of Filipino liberals - proving that the lessons of IAF extend long after the
seminar, and far beyond Germany.

Beyond Borders: Does the Universality of Human Rights Requires a Particular
type of Democracy
This compilation of essays sheds light on Filipino views on the democratic
system in relation to human rights. Government is needed for the protection of
human rights, but what kind is debated in the book. However whatever the label,
this government must be characterized by rule of law, good governance and an

Liberal Leadership Training Goes Online
After two successful Liberal Leadership Training seminars, the Friedrich
Naumann Foundation (FNF) breaks new ground by offering a third one online on
globalization. The seminar commences on 26 February and concludes on 20 March
