Actually, you also need to add this line to your
customization layer to make sure the new values
are loaded into the 'local.l10n.xml' parameter:
<xsl:param name="local.l10n.xml" select="document('')" />
This causes the XSL processor to read the current file
and load its nodes into that parameter, which the
stylesheet will use when selecting gentext.
It's a neat trick.
