DOCBOOK-APPS: FOP: boomarks don't work well

Hi

I'm using recent NW-DBK2FO-XSLTs, FOP 0.20.4, and

<s:param name="fop.extensions" select="1"/>

I get bookmarks in the PDF, but only some of them work:
Clicking on component (chapter, glossary etc) titles doesn't have any effect.
Only section bookmarks (eg sect1) work.
