There is parameter for this: http://docbook.sourceforge.net/release/xsl/current/doc/fo/hyphenate.verbatim.characters.html If you want to allow breaking after any character you can put complete alphabet inside this parameter. However I'm not sure if this will work in FOP. This is known to work in XEP, but AFAIK it was not working in FOP 0.20.x/0.9x. I have never tested it with FOP 1.0.
