This log has been removed back in 2011, but based on your remarks it has not been included 1.78.1. It's a little weird since the 1.78.1 was released in 2013. But you could give it a try as follows.
1. Download the webhelpindexer.jar from DocBook Snapshots [1] 2. Replace the existing webhelp indexer library in $DOCBOOK_XSL_HOME/extensions/ with the new one. 3. Run webhelp build. I haven't tested this myself though.
