Do you mean PDF output or HTML output? If HTML, then you want to use CSS.
If FO, there is an attribute-set named component.title.properties that is
used for chapter, appendices, and other elements at that level. You can
create a custom attribute set for chapters only and use the titlepage spec
mechanism to enact it.
