The public identifier takes in a few parameters. Where do I learn about these parameters?

It seems the following 2 have the same effect. What is the public-id?

<!ENTITY % isonum PUBLIC
"ISO 8879:1986//ENTITIES Numeric and Special Graphic//EN//XML" "http://www.w3.org/2003/entities/2007/isonum.ent";>

<!ENTITY % isonum PUBLIC
 "By Any Other Name" "http://www.w3.org/2003/entities/2007/isonum.ent";>
