Hi Steven, There are some conversion tools, and there was a Release Engineer (prior to last RIF) who was helping automate the conversion of the man pages from their source format (SGML) into nroff. I do not know if there are any issues with making any of these more generally available, but I will find out.
There's quite a bit of discussion about how to handle the man pages going forward and there's already a fair amount of organic growth in efforts to put man pages with their respective packages, so good timing on your question.
