Someone pointed out to me a few days ago that the negociation .html.html
suffix arrangement works just fine when the docco is accessed through
a running server -- but is completely bogus when it's accessed through
the file: scheme.  As one might do when one is off the net and trying to
get one's server running.

Shall we revisit this and try to come up with a solution that isn't
dependent on http?
