Of course we could send these message to docs@ if people like that. This seems to be handled differently in different ASF projects. e.g. the Tomcat bugs get sent to the Tomcat developers list, but personally I prefer the way we are doing it at httpd to have separate lists for bugzilla notifications and for discussions. But if the preference is to send these bugzilla mails to docs@ I am fine with this too.
