Not doing so would require each committer to take care of having
her/his system's locale or editor configured in UTF8.
I'm not saying I'm against the idea, it would certainly ease writing
docs in non-english language, but just want to be clear about this (if
I'm not mistaken).

Since default locale is in UTF8 on my system (Linux Ubuntu 14.04), I
thought it was the same for everybody in the World :-)
Committers, are your locale and/or editor not configured in UTF8 ?
