Would it be my little patch in [1] that spurred this question? Having written the patch I'm sure you understand my position on the issue. Just saying that which ever way this is decided, it should be consistent. The current state is everything but. There are 3 benefits to doing this as I see: * Easier reading * Easier writing * Fewer transfered bytes in eg. error pages (This is minimal I know, I'm sure someone would like to point out that this is negligible, and it probably is). In a well configured versioning system, there are mostly patches, and not whole rewrites of code/documentation. Any parts left alone would not be touched by most editors I know. So the diffs would only be for the parts unaffected by the non ASCII characters. Without any knowledge about the state of the different parts of the world, I would speculate that for non Latin-1 language users, there would be high pressure to convert to UTF, medium pressure for Latin-1 language users (my group), and little pressure for pure ASCII users.
