Adding UI.po is done to add the vocabulary from the interface not to
translate it, translation is done via Pootle. But I agree it assumes
that you are part of the UI/Help translation team and you're used to
manipulate .po files. I've described the process but of course you can
improve the steps and add the good wording.

Yes, whatever, you can even create a third file, it's only text files
and from 2 you should have only one containing all the strings.

I didn't tried that yet, so don't know how to answer that. Segments are
portions of text that OmegaT use for translation. Paragraphs are
truncated into segments which are not exact sentences.
What you could do is try to go further and see what it is about. Then
come back and we try to help from where you are.
