To my knowledge, the name attribute is ignored in the help viewer and we
have many cases where we dont include this optional attribute, so
translating 'Function List' wouldnt be important.
But the main focus was if there was no translatable content within a
<paragraph> tag because all it contained was other tags, should the
locale=false be applied on the <paragraph> tag? I'm assuming it would be
preferred to do so, so that a paragraph doesnt show up on pottle.
