Using 6.2 I can add comments to tracked changes: Edit->Track Changed->Comment
Those comments are displayed in the Manage Comments dialog. Naturally comments added to a Cell with either Insert->Comment or context menu "Insert Comment" are not the same as tracked change comments, but I know you know that and so why say it, only because personally I've gone around in circles at times over something I already knew. That said, I'm now using Linux/KDE5 and there are serious bug with the Manage Comments dialog in Calc (blanking out the cell contents of whichever cell has focus when it is displayed. So off to the issue tracker to see if reported yet and if not will do so.
