I just put on HydroEdges on my 2000 GC/ES, and they are good so far. Surprisingly good in the snow (they received a 8.5 or 9 rating for snow!).
What it sounds like to me is a problem with your control arm or the ball joint starting to get play in it. The couple times I saw this, the lower control arm was worn pretty bad around the area the ball joint goes through. There is a recall on this on the cloud cars, but I haven't seen on yet on LH series models. You could also have a bad spot on your rack. Do you see any fluid leaks? Particularly around the boots for the inner tie-rods?
