Hi Pete, I had a similar problem with my 97 Intrepid ES a few months ago.
The Dodge dealer and a local shop both said it was needing a rack and pinion
replacement. (The rack bushings were pretty bad.) However, that did not
resolve the problem, though it did take away the play in the steering wheel.
Turns out it was an engine submount loose. They tightened it up for free
and no more popping when turning! Might be worth checking into.
