Your actuator arm may be stuck, or the vacuum hose that goes
to it may be kinked or cracked.  The biggest job for this type
of thing is generally getting to it itself (taking the dash apart).

Do you have the "automatic" heater control set, or the manual controls?

I seem to recall some kind of electrical problem that somebody had
last year with this same type of deal, that ended up being a wiring
problem with his automatic climate control system (not the actual
door/actuator).

94 intrepid 3.5 es  the heater has quit working.  get a code 23 = blend
door won't open.  is there a way to manually open the blend door?  my
wife doesn't want to put any more money into it.  but i would like to
have heat and defrost during the winter months.
