Here's what I have so far, I had a friend look at this problem and he has found some things. The horn is now working. The relay for it was pulled so I'm not sure if someone tried to steal it and removed the horn relay so as not to make the people who borrowed it aware that it was being stolen or whether her husband did it. The fuse for the cluster has blown again, so this would make number two of those that I will have replaced. We found that one of the fusable links is almost completely fried but still usable for now(it's the one that runs from the battery).
