Of the three I like the magnum best as it's the newest design, but at 19K I'm guessing that is a first year Magnum(03?). I generally stay away from first year models. Too many bugs.
Between the other two I would go with the buick. Nothing wrong with the crown vic, but it is a REALLY old design. Not nearly as nice to look at. The Ford 4.6 is a good engine but their Automtatic trannies are weak. The GM 3.8 is a rock. It's used in more platforms than you can shake a stick at and is a very well built workhorse platform. Having working one Dodges, Fords, and GMs... They all have pluses and minuses. GMs and Dodges tend to be more cramped. Dodges have designs that tend to be comfort first reliability second aka form over function. (ie Cab forward, Steering rack behind the engine, etc.). GMs seem to be the opposite. Not that they are vastly superior in reliabilty, but to me they are easier to work on. Cheaper repair bills, less labor, longer lasting parts. Their interiors(at least in my Firebird) don't flow as well as Dodge. While the powertrain is nice, the creature comforts tend to be the weakpoint. That being said, my roommate has a Buick Regal LS(Supercharged) and I really like the car. It's got balls and a better than expected interior. I've worked on Mustangs as well and Ford just does some stuff that really makes me scratch my head. Like to do headers on a Mustang you have to drop the k-member. That's a lot of work for just some headers! I was just surprised at some of the engineering decisions on that car. It's little things like that that bug me about the Fords. Now V8/RWD is a platform that is very easy to work on. It also sucks in inclimate weather. The Vic is like a 20 year old design. Kinda boring looks and styling if you ask me.
