Bob, 
Because your problem comes and goes. I would guess you have a contact or
ground problem. Find the four wire connector at the pump, and check for
rust, maybe clean that up a little. Two wires are pump feed and ground,
and two wires are gauge feed and ground.  Take the connector apart, and
back together, several times, and wiggle it to help make better contact.
