Then you're going to spend a considerable amount of money.

Most of the code readers on the market will handle the codes mandated
for emissions.  These are standard across all makes since 1996.  There
are several different communications protocols (VPW, ISO, CAN, etc.)
so you have to make sure the reader you buy matches the protocol your
car "speaks".

However, checking "all the functions of the car" implies a
professional-grade scanner that is capable of handling the
manufacturer-specific set of codes that aren't directly related to
emissions.  There are several of these out on the market, one is
Chrysler's own DRB-III, and another is marketed by Snap-On.  These
units cost several thousand dollars, but can access the transmission
diagnostics, ABS diagnostics, BCM diagnostics, etc.
