Sounds like your rack is on it's way out.  I was in
your shoes and when I got the bill for the dealer or
any local mechanic to replace this I was floored!  I
could be wrong, but I remember them quoting me
something like $1800 for the part alone.  I did some
searching and found that NAPA auto parts sells a
rebuilt rack for our cars for $300 with a lifetime
warranty.  So I went that route and did the
replacement myself.  

The job is not that complicated and any of the manuals
have good write ups on this procedure.  A first timer
can do it in an afternoon.  Of if you know someone who
has done this before you can probably knock it out in
3 hours or so.

Also you might want to replace your inner tie rod
bushings while you're in there.  If you know the two
peice bushing method it's a really easy time to do it.
 If you don't, do a search on di.net.
