When mine started to do this, it was the clockspring going out.   Don't 
ask me exactly what a clockspring is, but it is a $200+ part that sits 
in your steering wheel behind the airbag.   When it is going, the cruise 
sorta works sometimes.   Once it's completely gone, the cruise won't 
work again.

I debated replacing it and decided that driving w/o cruise was fine vs. 
spending the money.
