I agree--the clock spring is more than likely the culprit.

What it is:  Remember, you need to have wires running from the dash 
into your steering wheel, which does up to 6 full turns from turning 
full left to full right.  Just running wires there would make them 
twist up, and untwist.

The modern day clock spring looks like the big spring that powers a 
wind-up toy.  It's the spiral-looking spring.  Instead of this being a 
metal spring, they use an "Imprinted circuit board" which, in this 
case, is essentially a long, flat strip of flexible plastic as thick as 
a few ziplock bags.  This plastic winds up and unwinds in your steering 
column every time you turn the wheel.  This part has simply failed and 
isn't making a good, solid electrical connection through it.  You can 
see how changes in temperature and steering wheel position would 
make/break the connection as the copper circuit pathways on this 
plastic could be cracked.

It is a $200 part from the dealer.  There is usually nothing wrong with 
getting a junk yard part which would probably be less than $50.  It is 
easy to replace, but you will need a steering wheel puller.

In the olden days, they used brushes much like how an electric motor 
works, but that design doesn't work well with today's sensitive 
electronics.
