Agreed, however if the fuel smell is happening on startup, the cause is
probably injector leakdown.  One or more of the fuel injectors doesn't seal
"shut" properly due to fuel contamination or pintle wear.  As a result, they
drip while the car is off, and raw fuel ends up in the cylinders.  When you
start it up, that raw fuel won't burn properly -- it's not atomized -- so it
goes out the exhaust.

It's not a major fire hazard, but it does contribute to hard starting, poor
fuel economy, catalytic converter damage and the odor as you've noted.

The test for this is to obtain the appropriate fuel pressure test gauge.
Attach to the fuel rail and start it up.  Once you achieve maximum pressure
(only takes a few seconds), shut the engine down and observe the gauge.  If
it doesn't hold the same pressure for at least 10-15 minutes, there is an
injector leaking.
