Actually, they may be correct in that the dealer needs to do it. 
Because when you buy a NEW computer these days, they are blank.  They
are maybe good for a paperweight until they are programmed and then
they become usable.  To do this may require Chrysler's equipment.  Its
like low-level formatting a hard drive where no two hard drives are
the same and you need the manufacturer's equipment to do it.

When I was with some friends on Pike's Peak last year, the Grand Prix
we had died and supposedly the engine computer was the cause.  That
may or may not be true but that cost right around $830 to do at the
dealer.

Seeing how common these cars are, it'll be easier/cheaper/faster to
get an engine computer from the junk yard and slap it in there.  The
local self-serve junk yards charge like $18 for them.  It'll get more
complicated if you have a security system in the car though.

I have my own crude car repair business out of my garage at home. 
Unless you go all-out and get a large facility, hire employees, and
charge just as much as everyone else, you cannot compete.  The reason
they charge so much is because of the equipment you have to buy
nowdays and it keeps needing changing/updating every couple years so
that $8000 piece of equipment needs to get paid for somehow.  This is
true for both dealer and independents.
