As you are aware, many glider and engine manufacturers use "off the shelf" parts. Often identical spare parts are readily available for very reasonable prices but obviously without a release note.
I have looked through CARs and my interpretation is that a GFA qualified person can, in fact, issue a release certificate for an identical replacement part (as well as other situations). The following are extracts of the CAR's which I believe authorise suitably qualified GFA persons to issue release notes under a variety of circumstances. The regulations are are all available on the Casa web site. Regulation 42W 2 (a) and (b)....."a person must not replace an aircraft component in the aircraft with another aircraft component unless: .....the replacement component is serviceable; ......and........the replacement component is identical with the replaced component.....". Regulation 42WA 2 (a) covers release notes...."A person is a proper person to sign an authorised release certificate for a component on which maintenance has been carried out in Australia if.......he or she is permitted by regulation 42ZC to carry out maintenance...." Regulation 42ZC details who is authorised to do CASA approved work… Instrument of Delegation and Authorisation CEO 333/94 refers to section 6 of this regulation and delegates to persons rated by the GFA to do maintenance. Regulation 2 Interpretation……. Hopefully some one will have access to this type or something light and low cost but effective.
