Does anyone have any info on how to test the condition of the existing fire proof paint, ie the stuff on the belly behind the bottom air outlet grill

It is not asbestos it seems. I can assure you all the diamonds at Gold Coast (seems a lot) they have taken the fire proof paint seriously. I will see if I can dig out a part number for it. Alternatively if you can´t get hold of them we should also have those manuals at our disposal. The document you found on the internet is actually a summary of the individual technical data sheets. I attached the one for the 9008B099D clear coat for your reference, it´s available on the PPG Aerospace website. Regarding the usage of materials: Yes, indeed, currently only PPG Products are approved for our A/C. I know that because I had a similar request from one of our SCs in Australia about two weeks ago and already clarified it with our engineering. They wanted to use some alternative products because the specific paint needed seemed not to be available in Australia.
