If your cables are properly adjusted, it is likely that the bearings on the tailwheel shaft are a bit worn or the nut on the top of the shaft is not tight enough. Lift up the tail and check to see if there is any movement up and down or side to side. A small amount of forward pressure on the stick stops the shimmy.
