There is a log file under the scons folder called simula_scons.log. However, I'm not sure if this will help in this case. The best way to debug this problem is probably to run the scotch.py pkg-config generator script (under scons/simula-scons/simula_scons/pkgconfiggenerators) by itself and then edit this script.
