I totally agree with this idea.

It is the author of a program or module that decides if his work should
be distributed under a free license.

The people fixing bugs are also authors but they have to approve and
respect the original license.
Do we need to distinguish these two categories as author ?

In the same idea, I have an old troll who remains ...
Why do we use "github" to manage the sources of a free project ?
