My meaning of public is not allowing anonymous people acces it, just may be doing more advertising about existence of a bugtracker. Theres a lot of opensource bugtracker like mantis (I like it ^^) or bugzilla but my purpose was not this. Its just that I find difficult reporting a bug for Dolibarr.
