Ben -- I think he explained it quite well here:

Especisally from the last sentence, it seems this was supposed to be a way 
that Tucows Resellers could purchase the service at a discount for 
themselves, as a means of up-selling other serives (IE, tell domain 
customers about blogware). NOT that we would sell mailing list services.

I myself didn't figure this out until I saw the templates mentioned in the 
web page about the service, and I mean actually pulled up the templates. 

I think the general impression was this was a new service for resale 
(WestNet BulkMail, Powered by Tucows, Powered by Constant Contact), which 
does put Ms. Shields' response in a new light.
