Does this mean that if RSP-A has submitted domain.eu yesterday, and RSP-B has 
submitted domain.eu today, then RSP-B has zero chance to get the 
name?

If this is true, then what is the point? I mean why are we allowed to submit an 
order for a domain that has already been requested by another RSP?

Also, what is the point in allowing to submit the very same domain multiple 
times??? (I have just did that...)
