Is that on the level of payments from the reseller to Tucows or from the 
reseller's client to the reseller? If it's the latter: What's the 
correct way to inform Tucows about this in order to get the domain into 
"Registrar Hold"?

Yes, if. Unfortunately, people often have very believable stories of why 
the payment didn't arrive in time and I'm proud to say that most of our 
customers eventually do pay. But there's the odd rotten apple where 
probably point five of Ross' list could apply.
