Having an RWI interface to specify who the 60 day notice goes to seems
like a really good idea to me.

Why stop at putting the destination of the 60 day notice in the RWI? As a
reseller, how do I know which contact each of my domain clients wants as
the official contact? Why not leave that up to the individual customer?

There are lots of reasons to keep this simple, but the question is
begging. (and you asked. :-)
