Google broken that end of the net? Last time I visited Yonge St, I was offered drugs by a very polite and well spoken drug dealer, I'd trust him more than shady domain offerings from the same region. They use to send straight scam emails and postal mail, but now they twist them to stay vaguely within the law (maybe). They overcharge for domains, and send solicitations that look like renewal notices, and hope your accounts department is clueless enough to fall for it. We see lots, and I don't think any client of ours has ever been taken in, since we've never transfered any domains to them.
