Yes. But I've never used it!
I think it's that.  You could see if it can be disabled to find out.  Or
remove it if you don't want it and/or think it could be re-installed.
Or find out how to make your particular router not watch for UDP floods.

I second Ralph's suggestion, I have never seen this problem on Android devices but I have seen it happen when Skype is installed. Also, I have seen it with other chat apps installed. Those apps may run background services even if you haven't started the app, depending on how they are configured.

You can install CatLog app on your tablet ( https://play.google.com/store/apps/details?id=com.nolanlawson.logcat ) and have a look at the Android log, you should be able to work out which app is causing this issue. If not, email it to me and I'll have a look.
