Following on from the discussion last night. In the MS world, to get an ebook from a public library, first you download the acsm file and then Adobe Digital Editions downloads the epub book using that.

The book that I just downloaded is MostHumanHumanWhatTalkingwithcomputer.acsm

and the contents of this file are:

I can see a content server URL and a requestor ID (DorsetCC) and a long numbered string that I think represents the book, But is there a linux program that can use this to get the Book?
