I'm pretty sure they recommend reinstalling rather than upgrading, but if
you're going to upgrade without reinstalling, I would upgrade from Bullseye to
Bookworm, and then Bookworm to Trixie.
I would have done a reinstallation in a trice in other circumstances, but the Minster Pis have a lot of additional functions that require a lot of Python modules, the configuration of the networking between the two Pis (using USB) and the setting up of a Webserver running under Flask. I have all the documentation to do that, but if I cock it up (I'm not as mentally agile as I was). I would have to start again.
I think it's probably not really necessary, as with the river system pis, but
it's probably ultimately up to whatever policies WMT has about keeping software
up to date, if any.

I'm pretty sure that the WMT has not got any policies regarding updates at all (apart from the Office PCs).  As you know there are very few members of staff. trustees or volunteers with a background in any kind of engineering, let alone software.

I think I basically agree with you that it's not necessary to upgrade the River Pis because they are pretty remote from the Internet and only accessible via VPN or direct login from inside the WMT WiFi network.  More relevant though is that the WMT network has no devices connected that hold any critical information (who would want to hack a device to find out how deep the water is in the Butts, or what music is playing in the Model Minster?).  The main reason that I triggered this discussion is because the Minster Music Pi has thrown up a Warning about locale in apscheduler and I naively thought that a full upgrade would sort it out.  (I now think that all that is needed is a full upgrade of the Python modules installed.)

Thanks for your thoughts.
