From reading all sorts of pages about expressing Time Zones, it seems
that the pattern is:
datetime(year, month, day, hour, minute, second) etc
So my example probably doesn't need anything after the hour.
However, I still don't see why this has to be passed in. Back in 2021
or so, when this code was originally written, we had nothing like that
and it appeared to work.
