The information in some KB articles is rather confusing. Q238668 lists the iphlpapi.dll being included with W98 SE, which is the case, but nowhere they say it's an update of an existing component on W98.
Q194507 states: SP4 updates the API with a new .dll so that applications can communicate to a TCP/IP stack. Q193059 states: The IP Helper API (IPHLPAPI) is a public API that provides Windows network configuration and statistics information to Windows 32-bit applications. The API is available for Windows NT 4.0 Service Pack 4 and later, and for Windows 98 and Windows 2000. Not all IP Helper APIs are available for Windows NT 4.0 and Windows 98 platforms. Here they mention W98, but also that not all API's are available on W98 (and NT4), nowhere they mention which ones aren't available on W98 (SE?). Talking about the "IP Address Class NT4" they say: However, most of these APIs are not supported on Windows NT 4.0 Service Pack 4. The IP Helper APIs available for Windows NT 4.0 SP 4 are listed below: GetIpAddrTable: Allows an application to retrieve IP address information So it looks like, you will have to look carefully which ones you need and are supported on W98.
